Ship building in Vanguard

A question for those of you who actually have been playing the game in this short time (as I haven't): How does the shipbuilding skill work, exactly?
I find it difficult to imagine that it could be used at lower levels, and still it's kind of odd to expect for a player to improve it throughout his character's career without some immediate benefits.

Well, I must admit I didn't actually see it play out in the game, but as I understand the skill is only used to put together various parts of the ship-to-be, produced by using other skills.
Why do you think shipbuilding could only be used at high level? It's not like you'd build a dromond as your first ship – I guess you'd start with a boat or raft.
