Improved lesser healing is godlike when you're soloing. Improved crits/flurry is nice to have, too.
A good order that worked for me:
1. Tidal Focus 5
2. Totemic Focus 5
3. Improved Lesser Wave 5
4. Tidal Mastery 5
5. Nature's Swiftness (amazing pvp spell, can save your ass soloing too)
Then I went into enhancement:
6. Ancestral Knowledge 5
7. Thundering Strikes 5
8. Improved Stoneskin Totem 3
9. Improved Lightning Shield 2
10. Flurry 4
Finally, I dipped into elemental:
11. Concussion 5
12. Convection 5
13. Elemental Focus

Man I leveled a shaman up for the hell of it to about 15 because there isn't much to do at lvl 60 when you're not raiding and holy f**k they have a nice talent set.
I would say a good 90% of their talents looked really useful, when its about 55% or so of warrior talents that are useful.

If you want a good steady grind build, spend your first 21 in Restoration before going into Enhancement. Mostly you'll want Improved Lesser Healing Wave, Tidal Master, then Natures Swiftness. Then in enhancement, choose either Ancestral Knowledge or Shield Spec. Both are fairly low payoff talents. If you pvp alot, then get improved ghost wolf. Improved lightning shield is a very nice talent, I still have it at 60. If you want to grind melee then start getting str/agi/+ crit gear. If you want to grind with shocks then get the standard int/stam gear. For meleeing, go with thundering strikes, flurry, parry, and improved windfury/rockbiter (your choice).
If you just want to do a lot of damage fast, then do the above in Enhancement, but drop all points from Restoration and put them in Elemental Combat. Concussion/convection/reverberation, elemental focus, call of thunder and elemental fury. At 60, that'll leave you around 6 points to spend whereever.

Go restoration until you max out improved healing wave.
Then go all out enhancement.
You dont need NS until you start doing high levle instances / PVP. Not once would it have saved me from 1-60 in a non pvp situation.
