So I've been reading a little on the history of Second Life, and I was surprised to find out that until relatively recently, SL used to have a much more stringent registration process than it is today. Since it was significantly relaxed last summer, was there an increase in new arrivals? I assume that was the motivator?

Well, I don't really know if it was the motivator, but IIRC they did say something about opening the registration to US residents who couldn't provide the payment information in the required format before. However, the simplification of the process didn't sit well with a significant part of the community, who were complaining (and still are) that that would be the cause behind the increase in griefers and the like…
