As you can see from our conversation, he is a clear scammer.
1. If you look at my picture, as soon as I ask him to see in game, he changes the subject and states "I can get any picture you want" This implies he does not own the phats and gets pictures from other sites.
Evidence: See chat picture
2. He expects you to pay him $450 without even showing the items in game.
Evidence: See chat picture
3. He joined May 6, which is today.
Evidence: Look under his username.
Unless someone is as stupid as he is, no one's gonna get scammed and this guy's wasting his time. Still nice to let others know though.

Ok
what we CAN see is that he is trying to haggle and has probably lied about how much money he has.
What we cannot see is him scamming you
If your paranoia prevents you from doing a deal, thats fine, but you cant run and scream scammer without being scammed or someone asking for something that would indicate a scam.
Clearly i have sold items worth thousands on ebay,and i expected to be paid 1st and i was and the items were delivered. So, you need to either work on what it takes to cover your ass or do a deal for 5-20.00 to see if your going to get burnt.
But, like myself, i am glad to see your utilizing caution. The line where he said " Its about 1000, but i do not need that much" was a clear indicator to me he either did not have the 200m or he may have been trying to get you to think this deal was nothing to him and that he was doing you a favor by trading.
Always be cautious, but try and be a little smarter 
Recommend caution to anyone doing biz with kelly anyway
