Question on City of Villains Leveling

Hi, I would like to play again City of Villains. I played this game last year, but I can remember most of the things. I know that I had the worst problem with understanding leveling system in this game. I think that leveling is much simpler in City of Heroes. If you have some tips and tricks for leveling and level understanding, please, post them here!
Well, one of the ways to upgrade your leveling is to get as much experience as you can. As most players of City of Villains know, Rikti portals give you tons of experience points. However, you do not have to go through all the trouble of killing it all the way. Just give it one hit, then trash the communication officer. This way, you'll get credit for the officer, and the portal!
