Does raising the refresh rate put more load on your video card?
Like If I normally play in 1024x768 at 60hz, can raising it to say 120hz cause more video lag?

I don't think it puts strain on your video card.
You can fry your monitor if you set the refresh higher than it supports though.

i think you're thinking of framerate ...
refresh rate has nothing to do with framerate
some monitors like certain refresh rates and hate others .. i'd be very careful f*****g with refresh rates
as an example: my LCD monitor stays at 60 at all times, if i move it to 75 text on the screen becomes blurry and I start getting other strange artifacts
I would just keep framerate wherever the screen can handle it best .. it doesn't really have that much of an impact the higher you go anyway

it wont, it might however affect the quality of what is on the screen dependant on how your monitor handles 85

they make monitors that can handle over 160, mine runs 1600x1200 at 85 according to the factory specs.
85 is really not that high at all

85 is not high, anything less than 85 gives me a headache. I don't think refresh rate affects performance, but if you try to set the video card to a mode that's not supported by the monitor you can cause damage.

Yah low refresh rates bug the hell out of me. Nothing bothers me more than that "split" screen effect of low refresh in games.

85 should be perfectly fine .. there really is no reason to go higher ..
think of it this way:
your monitor is refreshing (displaying X amount of frames) at a certain hertz value ..
the human eye really can't detect the difference between 85 and 160 for instance .. because they are both off the perception scale (unless you are super-human, in that case I don't know what to tell you)
for this reason, just pick whichever your monitor runs best .. it really doesn't matter ..
the difference in quality of your monitor happily handling 85 and struggling to handle 160 would make 85 much better than 160 no matter how much faster 160 might be

it depends a lot more on your monitor's ability to handle a refresh rate than the refresh rate itself
some monitors are designed to run at a certain refresh rate and will not run well at anything else
it also depends on the horizontal size of your monitor .. the larger horizontal size the higher refresh rate you will need generally
however for all intents and purposes if your monitor is running fine at 85 there is absolutely no reason to try and make it go higher

i am currently running at 1024 x 768 @ 60hz on a 19" crt
and everything is real nice
i used to run 1280 x 1024 and had to have it @75hz or higher
but i sit to far away from the screen now

Look at the screen out of the corner of your eye. If you see fickering when you do that, you might get headaches. If it looks stable you should be fine.
