I don't really have much experience at playing monks, so I'll just blurt out my question and you can laugh it off if the answer is something obvious: The question is, why does almost every monk build include healing breeze? I really don't see the attractiveness, as there are plenty of spells that are more effective in cost-per-healing ration.

It's not a stupid question, and even if it were, there would be no shame in asking. Now, why healing breeze is so popular, I'm not sure I have the right answer, because I rarely use it as well, but I can only imagine that it's quite handy to negate delayed instances of damage (such as form poison), and you can also use it to effectively buff someone pre-battle.
