Permanent damage repair in D&D Online

Is there absolutely no way, really, truly, impossible to repair permanent damage done to your favorite item? I mean, I know the reasoning behind the concept of unavoidable wear & tear, but isn't there some way around it? I've heard rumors of NPCs who'll offer to repair permanent damage if you've got high enough Favor with them, is that true?

Just rumors, those. I think some guy proposed a system that worked that way, that you could effectively "reforge" your gear if you know the right people (and had the right kind of money, but I don't think it ever got off the ground.
