If you are becoming an experienced player, you must know answers to such a questions. If the game is played on several servers worldwide, it MUST be the same on all. Everquest 2 is just one of those games. Because of this little fact, PvP rules must also be the same on all standard servers. Every player must knows that tiny things about the game. Before you next time play the game, research it a just a little better. After that, you will know everything about the game, the servers, and the game play. That way, you will spare us those questions some may call them dumb.
