I'd say shoot the people looting electronics and shit they don't need to survive, but leave the people who are looting food and ice and such alone.
I know I'd be out there looking for food and water, if there's no cashier because the cash register is under water how am I supposed to pay?!

I doubt many of those people had any money to pay anyway..we're talking about New Orleans poorest areas, apparently...
So long as they do NOT let people take along TVs or anything but the clothes on their back when they get the looters out, it will void the looters' efforts. Then, they can compare those people with the people shown all over the media running with tvs, beer, sneakers, clothing, etc...and arrest them. Where they will incarcerate them is another story LOL

You know - it's easy to understand why someone would loot jewelry, TVs and anything that isn't nailed down. When you lost everything and have no insurance to cover it, you're screwed. Even after things are cleaned up, you can't just build a new house. Maybe they hope to sell the looted crap and get enough to buy back at least some stuff. All those stores are insured, so for them it's no loss.
That doesn't mean the looting should be ignored or excused, but it's not like most people wouldn't do the very same in their positions. Now those people who robbed gun stores and walk around armed to their teeth - that's a whole new level of violence.

Stealing beer and TV sets....that doesn't show me an interest in survival...that shows me ignorance of basic survival points...the beer is long gone, and they aren't gonna be able to carry those tv sets with them if/when they are rescued. ....and if they are shot to death so someone else can steal the stolen tv from the original thieves, well...good riddance.

Those people lost the very little they had - you can't expect them to behave rationally.
This doesn't just happen to poor people... there's been (admittedly only 2 that I know of) cases here where people thought they invested safely (they were professionals) and yet lost everything due to some bad chance. They didn't say "oh well, I still have my well paying job!", no... they killed their family, went to work and shot their co-workers and finally themselves. Is that rational, when they'd still pull in over $100k/year and could live comfortably?
Those were well educated people with no history of violence - I have no idea how you'd explain something like this, but it's clear that when such a shocking event occurs, something in the brain might just fry and drive you nuts.
Now keep in mind the affected people in New Orleans don't have $100k/year jobs to "fall back" on. They likely don't have a job at all, or one with which they could barely sustain their old lifestyle, much less rebuild from scratch.
I'm not saying there aren't a whole lot of scumbags there that deserve to be shot - but that surely doesn't apply to everyone.

I wouldn't make too much of the stealing beer thing either, actually. Beer will keep you alive in a crisis; it's got calories and clean water in it. So does Coke, but you take what you can get and I'd speculate that the beer might actually be healthier - it might even contain some B vitamins and yeast. There's lots of beer around. There's only so much Perrier and Evian in stores - I'd rather drink beer to keep myself alive than water that's had corpses, sewage and chemicals floating in it for days.

I don't think it works that way. Sounds good but the effects would be the opposite. You brain would not release ADH. That would cause your kidneys not to hold water but release it to your bladder removing it from your system. If you drink a few it makes it worse.
But you may be able to space it out enough to do some good not sure.

Well, look at it this way. It is a rough proof to Darwin's Hypothesis. These dumb f*****g idiots steal beer instead of water, so they get to not only get shitcanned, they get to die of dehydration as they are drunk. I guess there are worse ways of going out.

I dont get it, OK these people stealing all this stuff, running around with it, WHERE IN THE f**k ARE THEY GONNA PUT IT. all the housing in the area is decimated.

Its funny, I know exactly what I would do.
None of it involves taking a metal pipe to the sneaker store.
Maybe you could see a world where you break into a sneaker store and steal boxes of sneakers. In my world, I would never do that.
