I have 2 kids that play Neopets, they don't seem to think it is stupid.
3.5 million NPs does not take that long to make, lot less tiem than to level up in Runescape i am sure.
I would be leery of people offering a runescape account that is worth 100-400.00 since it is a good chance you will get hosed.
You should post this in the correct forum next time 
What rares does the account have
What PBs
Potions,etc,etc
