make sure to deal with the registered members not the newbies. Seriously avoid the newbies, just about all are scammers.

you have to meet someone with a good rep. meet them in the game too so you know they have the account. just be careful on who you run into. you must trust them.

Don't trust account trading\buyer sites. Watch out for those Chinese scammers. They mostly have 0 posts and buying accounts via PM with hacked PayPal account or creditcards. I soon will be releasing my article about PayPal and how to prevent scams. Read Odus' signature. 9/10 PM's are scams without posting.
I wouldn't even sell the account without selling the items first. Lets say you do sell the account with all the items via PayPal. They can chargeback and take all your items while you'll be left with your account if you know all information. Try selling your rares and sell the mills separately. Much safer way to trade period, Especially when dealing with accounts and PayPal. As long as you don't recover the account back, They won't chargeback with PayPal. If they chargeback you can recover. No one will have both.
If you are selling the account, Try selling it via Mail or Western Union. Thats if the buyer goes first or is trustable. Anyone can be a scammer.

If you are having trouble selling an account here b/c ur short on credits this is from the FAQ:
"How do I get credits?
To get credits needed for trading, you must have 9 posts, posted in non-trading (general and gaming) forums or posted as replies in trading topics. Your posts, however, should be meaningful, informative and related with content in topic and other posts, otherwise they'll be considered as credit spam."

Well with an account like that, the first think i suggest is to go ahead and buy members for 1 month just to sell the stuff. Since Party hats tend to change in price from buyer to buyer try selling it in Runescape for mills which go for around 4.50-6.50 per mill.
