You must provide a bridge.
User name on RP=MSN(stop using MSN, it is where people get scammed the most)/Paypal+Game screenies.
You want the person to contact you. If they are using MSN< they need to send you the MSN email, do not send yours. Then you have now connected the RP name with the MSN. For ease of action, have them PM the email and the screen name, or else you will have to provide us with additional screenies.
PM you..you want, if this is Paypal(paypal is for suckers), them to PM you their Paypal email address, then you can tie a paypal claim screen shot to their RP name.
RS players....STOP DOING TRADES WITH LOW LEVEL CHARACTERS ! Someone says " I do not wish to risk my main getting banned,tell them to stop selling their crap then. Someone refuses to do a trade with a higher elvel character, stop the trade and PM me or staff and post here. DO NOT SAY SCAMMER...explain why they will not trade and post a screen shot. If you have followed the above info, you will have their RP Name

If they scam you, you get to file a claim with the USPO, which, unlike paypal, will result in a felony fraud investigation. Receiving funds for ANYTHING,even an IDEA, those funds coming from the USPO, and not tendering the data is a felony fraud act. You have committed MAIL FRAUD. Period. They will investigate and they will prosecute. If your going to get scammed, would you not like the highest possible chance at screwing the scammers life up to prove a point ? I would Thats why I ONLY use a USPO MONEY ORDER....No checks, no cash, USPO MONEY ORDER ONLY.
Australia offers similar protection, but I am unsure as to the seperate countries of Europe. EU players,Contact your post dept and question them on protection services offered for transferring funds via mail,using their funding options.
If you submit a claim here, in the HOS, and provide no proof, you will end up suspended. This is to prevent people from trying to c**k block another person whom may have a legit scam claim.
In the past we have had several users whom would scam and make a post at the same time, accusing the other person of scamming. We have also had people whom issued scam claims, only to find out the error was on their end and never come back and fix it.

I think that it should also be not allowed in signatures. When someone claims that there is a scammer in their signature, yet they never posted in hall of shame or had any/enough proof. It shows that person having a bad name.
So, I think that this rule should fall under signatures too.
