Right now i have my own custom comp i made about 4 years ago, and its rocking a pentium 4 3.0 GHz.
Within the last 3 months i got a new power supply and video card and ram.
So im going to buy a new motherboard and processor.
For processors i was looking at the Intel Quad Core 2.4 GHz, and the Intel Core 2 Duo 3.0 GHz.
They are both the same price at microcenter where i live so what do you guys suggest i should do?

I'm assuming you mean the Q6600 and the E6850.
It all comes to what you use your computer for. If its just for gaming, most games can only use one core and so will benefit most from a faster CPU speed - ie E6850
The reverse of that is true if you are likely to be multitasking CPU intensive programs alot, since most programs cant take advantage of multiple cores by themselves.
The Quad is also availiable in a low voltage edition, and so could be overclocked to well above 3.0ghz
Personally, I'd get the Quad Core.

For gaming I'd go with the E6850 and a decent mobo that leaves room for upgrade in the future.

quad for future proofing (dual cores are better atm but quads (and maybe hexcores 0_0) will replace the dual cores.

Well a budget would be nice but i would go Quad Core on a nice P35, 780I or X38 board.

I'd recommend a new processor, I have the same processor and I'm having a poor performance on some games, like TF2

Quad cores are too expensive for the very little performance boost they give over dual cores at the moment, a year or so down the road things might change though.
While Intel may clock at higher speeds for the most part, AMD has ten times the stability and their multi-core architecture is way more stable right now.
I would suggest going with a nice ASUS Crosshair mobo, toss in an athlon 6200+ (3.2G Dual Core) brisbane core, SLI up a couple 8800 GT Overclocked cards and you got yourself a kickass system.
i run with the same mobo, a 6000+ (3.0GHz dual core) and 2 8600GTS's and im running very smooth on any game i play.
