I disagree. If an issue receives 1 complaint, it's no big deal. 10 and it's not really a big deal. 100 and kind of a big deal. 1000 and hmmm...
It raises 1 individual at a time, so to discourage anyone from voicing their opinion is not the best advice. At least to me!

The guards in gadgetzan (one of the neutral towns) can't get to players who sit on the roof there and attack people even though they're meant to be able to attack anyone who pvps in a neutral town. Blizzard's too lazy to give them ranged attacks or uhh fix the f*****g pathing in the first place because they don't care now that they've made all their box sales and got the first set of monthly payments in.
