Um, so let me get this straight: What I'm hearing is, we will be allowed to create multiple character using the same account, but each one will have to be on a different server, and only one per server will be allowed? Is that how it's gonna work? Why on Earth would they choose to use this approach?

Not exactly, no. You will be able to create five characters on a single server, which in theory gives you an unlimited supply of character slots. (Emphasis on the word "theory") However, you won't be allowed to transfer characters freely from one server to the next. (It's possible that like in WoW you could do this for a fee.)
