What is it, then? Not the skill, I know what that is, I was just wondering what its use was? For something so difficult top put to use, I would expect it to deal more damage, or have some sort of extra effect… but it doesn't! I mean, what the F.?
Or is it that I'm missing something?

Well, it actually has a secondary effect, it makes the ones you damage drop their targets, that's gotta be worth something … J/K, of course. Yeah, it is a crappy skill. Especially if you consider the sp cost. Also, you can compare it to something like shockblast, which does much the same, but at range. *shrug*
