Can somebody tell me if there is any place or who do I talk to if I want to get a hold of Leveling Guides for Lineage 2 or some kind of instruction that will explain the best and the easiest way to make this leveling happen for me? I was trying to do this on my own, but I realized that I would need some help.

There is no instruction book or leveling guide as you called it as far as I know. This doesn't mean that something like this exists and that I simply don't know about it. In any case if you need some help with leveling it is always the best to have a mentor sitting by your side while you are doing this. It worked for me, and as I can remember I was having the same problem as you are telling us here. It is not a big deal you will need just some guidance in the beginning and afterwards you will be able to continue on your own.
