Will LOTR Online have item restrictions by level or class, like some other MMO games have? (I assume restrictions by race will be rare.) This would probably not be a deal breaker for me, but I would hate it so very, very much if I had to deal with "you can't wear armor X, coz you're class B" stupidity all the time.

Hate to be the one to tell you, but yes, weapon and armor restrictions by class are in place. I also dislike it as a concept, and would prefer a "proficiency" kind of approach, where if you're using an item you're not proficient with, you can only do so with some penalties.
Not sure about restrictions by level, though, but I assume there will be those too.
