Do we know yet what characters from the original three books we'll be able to see in LOTR Online as NPCs? I'm assuming none form the eastern "half" of the world, since the fame is centered on Eriador, but even then, there's plenty… Elrond, anyone? Tom Bombadil? Is there a list of NPCs somewhere?

No list as of yet, they've been pretty stingy on that kind of detail. I wouldn't bet on Elrond, though ol' Tom has been confirmed.
