If you have a small number of players on one server that can be a problem, but not always. This can be a problem when that server is designated for player versus player style of play and those players might find this to be a bit boring, because there are not many players they can interact with, but if this is not the case, then not a lot of players on one server can be an advantage, if you know how to use it of course. When you talk about LOTRO EU server population you should not have any concerns, because there is nothing wrong with this number.
