A lot of email services don't even allow html email, it outputs as txt. TXT files can't execute shit.

They are referring to it bypassing the patch if you save the malicious email.... I wonder what they mean by save...

No I'm not referring to webmail. I'm referring to Exchange mail coming in from the Internet in HTML format. Outlook does allow these to come through. Hence my comment I can't imagine trying to do that.
