The rules for recounts were a difference of 0.25%. (1/4 of 1%), the vote ended up being 2,794,346 to 2,658,125 thats a difference of 136221 votes or 2.5%, not really close enough for a recount espically when provisional/absentee ballots would just increase the margin. If it would have closed the gap Kerry wouldn't have conceeded.
