I believe it. It's really like that down there. I have family that lives in Sao Paulo, a couple of whom are cops. One of my uncles admitted to having killed 7 people and was never investigated. A cousin of mine just became a cop a few months ago and shot someone in the head (killed him) when he was robbed off duty.

Umm.. guys, I was being sarcastic chill out. It's pretty bad down there, by all accounts. If you got killed over a camera or a cell phone you're lucky. Usually you can get killed for no reason at all.

The conversation with my uncle was pretty weird. Here's how it went:
Me: "How many people have you shot?"
Him: "seven"
Me: "Really??? You've shot 7 people??"
Him: "Wait...did you mean shot or killed?"
Me: "Ummmm....shot"
Him: "Oh, I have no idea! A lot!"
Me (a little shocked): "Ummmm....how many have you killed?"
Him: "Seven"
Me: "You killed 7 people?"
Him: "Yeah"
Me: "Uhhh...Don't you get in trouble for that?"
Him: "Oh no. Seven is perfectly normal. You kill 5, 6, 7 people and that's normal. Now if you start killing 10, 11 or 12 people, then they think that there might be something wrong with you and they'll probably put you behind a desk."

I have a friend who spent time in Brazil as a Mormon missionary and he said that they were told never to run from a policeman for any reason because if someone was running the cops could shoot them no questions asked. Basically as long as the bullets are in thier back you don't have a problem :p Of course if they are in the front you can use the "he was comin right for me!" defense.
