No, he did it under orders from his commander but later realised that he only heard about it and everyone else around him were the ones to do it.

Eh he acused his fellow vets of beheading and committing other atrocities against civilian vietnamese (not americans). Said he had committed atrocities and personally witnessed atrocities.
When nailed down in a debate by the guy who is now heading up the SwiftVets on the d**k Cavet show, he admitted that he had no first hand experience but had heard lots of stuff. This was of course, after he had already testified before congress and his testimony was being used by the north vietnameese against POW's being held in N Vietnam. It has been used for years since by the communists as proof of "American Atrocities" and is in eulogized in a museum in N Vietnam currently.
