I was watching a video entitled, That's it i'm moving to St Louis, on College HUMOR dot com and in the middle of the movie it shows a guy blowing up a raft. It's a rubber dinghy actually i guess, life raft, etc... anyways, it has a long rubber spout for which to blow on. A kid comes running in from the right and jumps on the raft as the guy is blowing on it, and his f****n head explodes.

Yes, of course this is possible. That's why if you read the fine print that comes with the raft, it probably says something like make sure you have a partner nearby when blowing it up, so in case someone comes along and jumps on the raft, your partner can jump on your head to equalize the pressure before your head explodes.

I remember a long time ago watching Bugs Bunny cartoons, and this one time he stuck his thumb in his mouth, blew really hard, and turned his hadn into a giant hand shaped balloon.

It's not possible. Only a certain amount of pressure can escape through the blow hole, that's how its designed. If someone jumped on it hard enough to "blow a guy's head up" the air would escape some other way, such as a hole on the raft popping open.
Everything on television is real.
