Don't player characters in Second Life get banned from the servers by the Linden Lab folks for camping? I'm referring to the camping chair syndrome, where an avatar is effectively rented out as decor, the player being paid a measly sum of money for leaving it there to create a fake crowd, increasing traffic ratings.

Come on now, camping chairs are old news … and who cares, anyway? If that's how people want to live out their second lives, I say let them. Maybe they just can't afford the $50 (or whatever) that it takes to become premium member.
Oh, and to answer your question, no they're not banned. Camping is a legal, if boring, practice.
