Because to many people scam accounts if they allowed it they have to be caring towards the players who got scammed. Plus it's to big of a deal with all the other games problem they have.
Only way they could make it legal is to have a system like UO did a while back, Something they setup and you trade through there system. But as of right now it will never happen.

Because they have to deal with tons of people calling in and crying when the get scammed, etc. It's more of a hassle than anything.

Its less to do with scam whining and more to do with game economy and groups (nobody wants an ebay character who never played before tanking in a heroic). Aside from that if it was legal it opens up the floodgates for people screwing around with other players e.g. scamming items then trading accounts again to avoid game bans.

Another reason would be because if they could get the person trying to buy an account to buy a brand new one and spend the time lvling, they make more money from subscription together with the money from the person leaving who might be more disinclined to leave because they can't get rid of an account with any benefits.

They don't directly profit from it.

Ya but i think if they'd set it up kinda like a outta game trade window so you can see everything your getting, with tool tip hints and stuff it wouldn't be that much of a hassle and then say they aren't reliable for any accounts lost or scammed.
