Find out if your state has a 'No Call Law". Colorado has one, you can sign up over the internet thru a state ran website. If they call you and you complain they get a fine for each violation.

I did sign up, but the problem is that it's my phone company doing the calling. I use pacbell but have a different long-distance provider.

Do this...
Say No
When they try to continue talking just interrupt them and say "What part of No didn't you understand? Was it the N or the O? Now, stop calling me, anymore calls and I'll switch phone providers all together" and hang up.
Before saying the last line make sure there's another phone provider in your area

one time, me and my roommate had At&t , mci sent me a letter saying if i changed they would give me $50 and pay any changing fees. so we changed to MCI
a few days later, at&t called asking why we changed , i told them
because mci gave us $50, so they guy say they have the same deal
and they gave us $50 to change back.
mci never called/wrote again
