Proposition 71
Stem Cell Research. Funding. Bonds.
Initiative Constitutional Amendment and Statute.
Establishes "California Institute for Regenerative Medicine" to regulate stem cell research and provide funding, through grants and loans, for such research and research facilities.
Establishes constitutional right to conduct stem cell research; prohibits Institute's funding of human reproductive cloning research.
Establishes oversight committee to govern Institute.
Provides General Fund loan up to $3 million for Institute's initial administration/implementation costs.
Authorizes issuance of general obligation bonds to finance Institute activities up to $3 billion subject to annual limit of $350 million.
Appropriates monies from General Fund to pay for bonds.

If stem cell research is so incredibly promising, why are private companies not spending hundreds of millions of dollars on it?

Because government has said, up until this point (go Cali, it's your b-day), they wouldn't allow the private sector to take over.
Now that's not to say there aren't private companies, but that's a HUGE amount of $. And yes, there certainly *could* be big bucks in cloning organs/etc, but I'm not sure the public will allow that, ethically speaking.
But mainly you're talking $$$$$ to research and there's no guarantee for the private sector anywhere, yet.

They are in Europe. U.S. policies make it hard to do here for now.
I think Bush did the right thing by allowing some research to be done for the first time in history. If they have evidence showing the promise even more so now than they did when he approved it then I think he should open it up even more. I don't blame him for wanting to restrict it at first after all it goes against alot of beliefs that he and his constituants believe in.

It could also wipe out billions on heathcare in a matter of years. Under 10 they say, and I watch more Discovery Heath Channel than anyone on Earth, so I'm up on the new shizzz.

Nope. The correct answer is it has been overproimsed. Pharmaceutical companies spend literally billions of dollars researching individual drugs. You're saying they don't have enough money to research stem cells, but somehow a couple hundred million funded by California is promising? And people wonder why California is bancrupt.

I saw I mispelled it after I hit submit, but didn't bother changing it. The biggest indicator that stem cell research is not as big a deal as liberals purport it to be is that fact that there isn't much private interest in it. Markets rule all, and California is just contributing to their financial failure.

lol. So there's no money in organ regeneration, but there's billions of dollars to be made by allergy medication?
And a flu shot is not a "cure".

"Pharms", as they're referred to in the biz, have tons of SOFT MONEY and many many lobbists.
One of the biggest industries today is "pharming".
Tough to get politicians to vote against it when it may not be all that popular to begin with, AND it gets them all sorts of free money!
Here in Cali we have the secret weapon campaining for it: Michael J. Fox! haha
