You can based on what they registered with ARIN but I'm not sure beyond that.

I think this is the one we use at work, like $299 for the entire db. I don't know about Europe but it gets down to the town/village level in the US.

There are many different ways, you can see where they are from, try searching google and finding through more info through that, always works.
