I was gonna start playing Vanguard when it 1st came out, however; I heard tons of people talking about how crappy it was. Was it buggy and laggy just b/c it had just been released? or is it still that way?

It's gotten better since release many of bugs have been fixed and many changes have been made, but it still a on going work in progress.

Add it to your station account if you have one then its not a waste for $25 you can play SOE's 6 or so titles.
I have mine tied to EQ1, EQ2, SWG and VG so I get all 4 games for $25 a month.

The game had a lot of potential, though what happened to my knowledge was that the original development team simply ran short on the cash. Thusly, they paired up with SoE, jobs were cut, etc. The game got released far to early, and its biggest issue was FPS and graphical crashes. I had a lot of hope for VG, but even I will admit that it does indeed suck.
