Because every time there is some accident like a 100 people die.
If a house catches on fire, that's like 50 people right there. Bus accidents, a good 75. And if a train gets derailed. Forget it, that's like the population of Rhode Island in one shot.
If you blow up a bomb in Israel, like 1 person dies and 21 get hurt. If you blow up a bomb in India, half the city is wiped out and half of the country is injured.
If Union Carbide happened in the US it'd be like, "You smell something?"
In India, thousands die.
