This is proof that Jagex can and DOES remove blackmarks.
I dunno, but I may be the first to have gotten this to happen to me.
Follow what i did.
If you have an offense that's kinda questiony,
then explain that it will hurt your chances to be a mod.
Anyways, just look at the pic....
all the proof you need.
