A few months ago I visited a japanese web site and clicked "Never install language pack". Is there any way I can still install these, can't find any information on how to or any option that will allow me to.

no good, Install On Demand doesn't make it prompt for language pack
|

Start -> Control Panel -> Regional Options and Language Options -> Languages Tab ->
Click checkbox under supplemental language support that says Install files for East Asian languages
This will install all the fonts and whatnot to see JPN characters.
I had to do the same thing when i started playing FFXI
Edit : btw, this is for windows xp, not sure about other OS's
