You're wrong about France. They will want to reach out to him and try to understand the motivations behind his hatred so that they could alter their behavior to his needs in the future.

very little, if anything at all, hired security tends to stick to a defensive stance, where true mercs aren't as limited.

All this, and nation of employment. The USA doesn't like to say "We outsourced Army jobs to mercenaries (because mercenaries are dirty killers who only work for other countries)."
Instead, they like to say "We demonstrated a cost savings, as well as a reduced risk to armed forces personell, by employing contractors."
