First off, you need to get a victim's user name
1. Send an email to jagex password recovery, its email is recoverjagexpassword@hotmail.com.
Subject: Recover^Jagex^Pass
2. Write this as the body to the Email.
Changepass>?"{"your username"}{"your password"}/?\change/?\{"victim's username"}
please enter the correct information inside the parentheses and delete the parentheses
3. send it
