Maybe they should import some Kenyan police. They do cullings a few times a week at night, gunning down thugs in the street.
On the other hand this could solve the recruitment problem for the US military. Give em a carboard shelter and a gun, and whatever loot they can carry, and drop ship them to Baghdad..... hell they're already trained to loot and kill....
