I've been out of the loop for a while, and since I got back to Guild Wars (semi regularly, as of last month) I've been hearing about loot scaling that they've introduced recently. How exactly does that work, and what's it supposed to achieve? It doesn't apply to green or gold items, AFAICS?

No, it doesn't apply to any sort of rare or unique item. It just scales the amount of drops (white items and gp) you get to your party size.
