Well originally the character is transferrable. However, once you transfer a character you must wait 3 months to transfer it again. It must also be a certain level (10+?) and have a certain limit on gold.

It cannot have any mail in its mailbox or be the leader of a guild as well. Check the FAQ on worldofwarcraft.com but I think I covered most of it.
