Doesnt blizzard require that the subscribers of the accounts involved in a char transfer be the same?

When TBC went live, the billing page changed.
Before it would not allow someone to edit anything but email and payment method. now you can edit name and address

Ok so say I want to give my gf one of my spare toons do I need to just change the details on either her account or mine then do a simple transfer of toons from one account to the other? That sounds way too easy.
Same thing if I wanted to buy your spare toon and put it onto my account. I would assume the safest way on here would be to buy a new account and get whoever is selling to transfer to that new account. Keeping the secret question and cd key private.
I am just a little worried about giving out cash and being scammed. Even when taking all the right precautions. So that leads me to ask, what is the 99.9% safest way to trade a single character from one person to another.
Accounts seem easy, but single toons don't.

I have a 70 troll hunter and soon to be 70 BE Hunter (Yeah I'm an idiot), and want to trade just the troll....
But you can't transfer to an account that doesn't have same last name, so how do you do it.

I'm also wondering how to go about doing this. Only thing I can think of is to purchase a new account online from a business that will email you the cd key.
When creating the new account use the same information (first/last name) from the account you want to have the character transfered from.
Then transfer the character you want over to the new account. Seems a little compicated, and would like to know if there's a better way to do it.
I also have an account in which I'd like to trade/sell my rogue and keep my warlock.
