OK, let me describe my current situation: I'm an American currently living in Europe, and playing on the Euro servers (Keeper mostly). My family will be returning to the States in a few months, and as I understand, I'll have to get a new account and/or download a new version of the game, right? But then what, can I somehow still access the servers overseas, or can my friends somehow come play on USA-based servers? I don't really know how this stuff works, technically

In most games, and I expect in DDO too, choice of server is often based on proximity, to prevent potential lag issues. In theory, there's nothing stopping you from connecting to a European server from the USA, or vice versa. In practice, however, the connection may not be as good as you expect it to be.
Also, if you want to play on the Euro servers, you need a European account/copy of the game, and vice versa.
