If u get pulled over and the cop walks up to your window, before he even says anything can't u "Technically" say "I want my lawyer" then roll up your window and the cop would have to bascially wait there until your lawyer came before he could issue you a citation?

You're allowed to have a lawyer present for questioning, and you're allowed to plead not guilty to the ticket and have your lawyer defend you, but no, you don't have a right to have your lawyer present when you're being cited or arrested. And on most traffic fines 30 seconds of a lawyers time costs more than the ticket, so what would be the point? If you roll up your window and refuse to open the door to the cop, the best thing you could hope for is getting tagged with resisting arrest along with your ticket. What the cop really should do is bust your window out and beat your ass for being a moron.

Would the lawyer charge for just the 30 seconds he was talking to you, or would he also charge for the time it took for him to drive there and stuff?

He could do it over the phone, but they ususally charge in 6-7 minute increments, so it would actually be around $25. The lawyer would probably just tell you to accept the ticket, seeing as a ticket is not acceptance of guilt and it's illegal to refuse one.
