The main focus of the article is accusations he was required to participate in the Project P.U.L.L. program as some kind of community service to get out of unspecified legal problems. If true, this could also explain why he was unable to complete his Texas ANG requirements since his service with this program took place while he was in the ANG and took place shortly before he left it. It also raises questions of what kind of strings his father (then US ambassador to the UN) pulled since Harris County, TX had no formal community service program at the time.
What's more clear is that George Bush has repeatedly inflated his role in this program. As mentioned in the article, his campaign video says John White asked George to come work with him when everyone else connected with the program says that the elder Bush asked John White to take Junior on. George Bush's autobiography even states that he helped lead the program when it is clear that, however good the work he did was, he was just a worker and one who had to sign in and out every day at that.
