The one thing I don't like in Vanguard is they have gear restrictions. I know most other MMOs in the genre have the same, but seriously, would it be that much of a balance issue to let everyone use what they like, instead of restricting them by class, race, and other criteria?

Well it's a balance issue of course, at least when it comes to level limitations. The restrictions are there to stop low level players from buying & using items for which they aren't suitable yet. Also, the other restrictions are there to preserve some of the uniqueness of particular items, as opposed to everyone having "the best ones".
