use /server irc.cyber2k.net

It will randomly connect you to a working server on the network.

files.frashii.com seems to be having some issues and it seems the people who run the network prefer that everyone connect to irc.cyber2k.net anyway, rather than specifically connecting to servers (like frashs.)
