I dont know about what do you mean when you say pirates, but I consider pirates those alliances that are taking from weaker ones all available resources. Fuel resources are being taken from weaker alliances as soon as it is outgrown by some other. That seems like a piracy to me. But if I am correct I dont know who hunts them down. Maybe mercenaries or that intergalactic police I am not sure. Anyway you can count them into pirates, because they are stealing from other weaker groups. That is all I can tell you about hunting down pirates, become a mercenary.

Piracy in eve-online usually means "low-sec" (low security space) combat between a player who is usually not someone with negative security status (the noob, anti-pvp alliance person) and someone who does have negative security status or belongs to a corporation/alliance that has players with mostly negative security statuses.

The good pirates usually go hunting in low security space (0.1 to 0.4) and find systems with people in them. They then scan the asteroid belts in search of miners or people who are npcing. Once they find this person in the belt (they narrow it down using scanning skills) they will warp to that belt, and blow them up, then take their loot, and usually dock to drop the loot off. Repeat.

A clever way to "find" these guys would be to make a bait ship in one belt and have your friends far away from scan range (preferably in recon ships cloaked near the bait ship for close range) then warp to the bait ship and blow the pirate up. Pirates also have the nasty ability to hang around with other pirates and just camp a gate in lowsec with superior force and numbers.

If you see the overview flashing red, shoot it cause it's most likely a pirate.
