This is stupid. There are lot of people who need to have phones on that that don't go through emergency lines, or they may need to use it. Doctor's on call come to mind, most wear a pager obviously, but even still, there are valid reasons for them to not have to leave the entire theatre before calling.

Faraday Cages. I'm telling you. Same effect and you don't have to deal with the FCC or have your jammers screwing up people outside the theatre. It wouldn't have to be a perfect faraday cage or anything, just put a lot of wire mesh in the walls and the ceiling. s***w doctors. If they absoultely have to use their cell/pager then they can wait till they're not on call to go to the movies. I'm sure everybody's phone that goes off in a theatre thinks it's "important". If you ask me they can take their important phone and shove it. I for one will not object to a phone ringing in a theatre as long as it is inside the ass of it's owner.

i don't know about jamming
i have several friends that would not be able to go to these areas.
but
i have no idea why everyone must answer a cell call on the first ring
back in the day , when i was at someone home and the phone would ring
they would normally go answer it in another room, or talk in a low voice
as not to include everyone in the call.
but now i know people that will stop talking in mid word to answer a call.
