OK, I heard recently that Fallen Earth is going to somehow interface the in-game chat with external IM programs, as well as with standard phone line communication, is that true? Does that mean that I could use ICQ, or Google Talk, or whatever, to contact people in the game, without even starting it on my machine?

In theory, yes, at least for the Instant Messaging services. However, I think that the phone-in option will be limited to US residents only. (Not 100% sure on that one, tho.)
Also, the last time I heard about this was quite a while ago, and they were only exploring it as a possibility, so things maz have changed, I don't know.
