F'ed up scrolling

Everytime I go to scroll up or down the damn scroll bar has a seizure and goes up and down. This is freaking wacky. Its only happening for RP. Any thoughts on this or better yet: Is anyone suffering this with me? Ive tried switching skins etc and can't seem to fix it.
